DESCRIPTION = "This file contains binary data
describing pointing of the spacecraft high-gain antenna during the
Voyager 1 encounter with Titan. The file has 18 fields per record,
with records 656 bits long. The first 17 fields are 36 bit, one's
complement integers, and the final field is 44 bits. The first
number is S/C event time in seconds from 1950. An offset of
9.200000512e+8 seconds must be added to the stored value to obtain
the correct time. The next 16 fields have all been scaled by 10^8,
so the integer must be divided by 10^8 to obtain the correct value.
The final field is a 44 bit, fixed point one's complement number.
There are 36 bits to the left of the decimal and 8 to the right
of the decimal. This number also has a scaling factor of 10^8. The
